I suggest making so if you hold Ctrl and left click, you "build previous" building or if clicked on a building, upgrade it.
If the second part cant be done, then maybe shift click for upgrading?

possible to add a way to ctrl click to evac? instead of having to 5x5, or long click to get an evac? (it is faster to settle 1x1 than it is to 5x5) so thinking that would be the same for evac
