Increase base EXP from attacking squares

One problem the game has at the start is that attacking other nations is the worst form of EXP which is counter intuitive. Not only do players have low HP per square, they also start a 25% geo which also wrecks exp gain. You get barely any compared to settling on resources, completing quests or home island raiding. As a first impression it can make leveling up seem a lot more grindy than it really is and turn players off.
My suggestion is to increase the minimum exp you can get from attacking other nations. You need like 1000 exp at level 1 and can get as low as like 8 EXP from attacking which is a complete waste of time. Increasing the minimum possible exp to 25 or so would help a lot. Perhaps having a minimum exp per enemy nation level would help too. Something like +1 EXP per 2 levels so that attacking a level 10 nation would always give at least 30 and a level 100 would be at least 75. +1 per level would be preferred though. I don't think 35 at level 10 and 125 at level 100 would be too much.
