The solution for preventing multiple accounts all working together unfairly has to come from inside the core mechanics, not from attempting to limit the number of accounts per player.

There are a few ways to implement such solutions, but none of them are perfect. I'm not going to go into details, as the WoC developer is surely aware of the issues and tradeoffs already.

For those of you not familiar, here's a few examples of other games that have similar issues. Google them for the related discussions.
  • Overwatch - PAID accounts and yet this game still has a huge smurfing problem
  • Smite - free accounts, huge amounts of smurfing, but low level accounts are severely restricted in which area they can play in. Time requirements are prohibitive enough you don't get many high level trolls/griefers
  • Travian - free accounts, huge amounts of smurfing multis working together. They try to manually ban multi accounts, doesn't work well, enormous amount of manpower spent moderating multi account rules

How does the change help prevent hoarding? If you had so many resources that your geo dropped to 25% then all of your resources would be wasted anyway because you'd be getting 75% less from them which would make you weaker than not hoarding them. I have yet to see anyone who knows to collect useful resources have geo below 90-95% from having too many resources.

Do new nations now start a 5% geo instead of 25%? Starting at 25% is already counter intuitive for new players.

Isn't the manpower regeneration penalty supposed to be what discourages players from having too many resources? Others have already confirmed that the penalty does nothing. If you're already at full manpower having 50% reduced regeneration is meaningless. I think you can do as far as having 99% reduced regeneration. Regeneration is too slow to make any meaningful difference in a battle so it's fine to have little to no regen. This may be different on Terra Bellum with the 3x rates but it isn't on Algaroth.

I can maybe understand the credit reward but the EXP rewards are horrible. Most of the first tier ones are fine and helpful for new players but others might as well not even give exp. My nation is level 102 and and needs 119k EXP to level up. The capture 4 Orbs of the Void gives a laughable 250 EXP. I can get more than that just for clicking on an enemy square and capturing a Void orb alone is 1000 EXP(which is a trash reward but that's another issue).

Extra tiers for quest rewards would also help with balancing out the reward given. 3 tiers isn't really enough to guess which level people would roughly be at when completing the quest.

I was playing today, iv dropped some money in the game for a manpower boost. Iv had to res up just to compete with the people around me. Problem is that im not lt holding much res yet its eating away my man power. Iv clicked for and hour and manpower is empty. Soil and water don't give much, and temps refill it slowly. I haven't heard of any updates in a while. I can't afford to drop money in the game to refill manpower as its too expensive and 10% doesn't last long. I know it's early days but i hope the manpower can be fixed.

There were some positive changes made to the balance of defences at early games but I feel a few changes to the game has almost reversed some of this. As much as I think the res changes were a great idea for opening up the map and allowing more nations to get the stats required to compete, I also think it has taken something away from balancing your techs when levelling up.

Before when your res was hard capped at 300% of your base, you had to invest levels into the three combat trees, gaining techs that increased your base stats, that would then allow you to increase the maximum you could achieve for that stat. This is especially important for levels up to around 80, where balancing these techs + defence techs that didn't offer a +1 or +2 to that base stat, is really important. Now you can put far less emphasis on increasing your base stats and instead teching towards stronger defences and mediating the lack of base stat techs by getting Fresh Waters and going over cap. This combined with the re-introduction of the blue shield seems to have placed lower level defences back to where we were a month or so ago.
