Make sure you are in the folder that has the extracted stuff in there.

Do what you did before. Open the command prompt window. Where you typed just "cd" instead type (without " "):

Have you tried the 3x3 one? Be next to enemy lands, that is a 3x3. Click on the center and choose occupy 5x5. It constantly stops. Try approaching from different directions. Is this the final wipe?
If yes, its good. Can finally start having permanent progress.
If no, there is no point wiping so many times. If you plan to wipe again at release then it would probably be better to keep alpha.
