It says RB is 500 now, Spitfires rb hasn't been changed.

Is it only for nations whose timers activate as of now?

Yes a nation's countdown is set when the nation is reborn, so the change to 500 only affects nations that rebirth after that change was made.

But, good idea, I've added 400 to everyone's countdown :)
