What kind of changes are you making to promote solo play? Currently, basically no one plays in a nation together anyway because multiple solo nations are much more powerful than a single co-op nation and you can still play as a team with solo nations. There's no competition for resources because there are so few players and such a large world which makes it easy to have multiple powerful nations spread out across the map. The current manpower mechanics also discourages playing in a nation together because everyone in the nation shares the same manpower. It's better to just have two or more nations working as a team to get around that.

The new server (Algaroth) has the same manpower constraints as Terra Bellum used to have, but is also limited to one account per user (per 7 days) and one member per nation. Terra Bellum, meanwhile, has 3X the manpower generation rate and capacity as it used to, to make multi-member nation team play more viable.

What I mean is that the account restriction is probably only a roadblock to having multiple alternate nations owned by a single player across the map. As far as solo member nations, everyone was already doing that on Terra Bellum. Having 5 players playing 5 different nations as a team allows them to have much more map reach than a single nation with 5 members. This also means they have 5 pools of manpower instead of a single one. I don't think there's anything you can do about that though without making some really arbitrary rules. The real problem I think is just that the game was designed for a much larger playerbase that hasn't appeared yet. Hopefully that changes.
