It was an evacuated land piece. After many times of experiencing this I captured one, evacted it, logged out, logged into another name, looked to verify it was evacted land, then logged back in an proceeded with my attacks. The tower came alive and started capturing my stuff again.

We don't have 6-12 on at a time. We just have virtual 24 hour coverage with 1-2 online most of the time.

There is nothing wrong with the current rate of leveling. If you give a 48 boost or whatever, it just means our team that already has high lvl nations will just be allowed and able to lvl higher and make other nations to protect it.
