Then that folder path you gave is wrong or you made a typo. Are you sure you extracted the zip instead of just opening it?
Or you could try the other method like this:
Make sure you are in the folder that has the extracted stuff in there.

Do what you did before. Open the command prompt window. Where you typed just "cd" instead type (without " "):
"cd C:\Users\John\Downloads\platform-tools-latest-windows\platform-tools"
Then continue with the adb thing that Mike instructed.

First unzip the zip file if you havent. Then open the folder. Easiest is actually to click on the folder address bar there where it says "this pc > downloads ... ", empty it and type cmd. Have you tried the 3x3 one? Be next to enemy lands, that is a 3x3. Click on the center and choose occupy 5x5. It constantly stops. Try approaching from different directions. The email said, that beta will have a wipe.
Is this the final wipe?
If yes, its good. Can finally start having permanent progress.
If no, there is no point wiping so many times. If you plan to wipe again at release then it would probably be better to keep alpha.
