Out of order technologies

I'm not sure if this was intended or just something that was missed but there are technologies you can research without having the lower tier of it. For example, You can research Fuel take 3 before 2 and 2 before 1. However, you can't build a fuel tank 3 without researching 2. You also can't build a fuel tank 2 without researching 2 because you have to upgrade a fuel tank 1 to build it.
