My idea is to have a setting where say nation ABC sets a "Resource" truce with DEF. Players within a nation with a rank of warrior/commander or whatever CANNOT break this truce. General & above CAN break the truce WITH a dialogue prompt that warns that the truce is over. Inside the game there'd be a truces area & you'd see when & where & by whom the truce was broken so fingers can't be pointed.
Right now, ABC can have a truce with DEF but GHI takes from ABC and then DEF takes from GHI but then ABC gets mad at DEF and it's a finger pointing nightmare. I think this would be a HUGE improvement to the diplomacy aspect of the game.

I like this because it can work similar to how alliance doesn't allow you to attack your allies.

Maybe spin it off allies. Have offer alliance or anothe roption of Offer ceasfire... during a ceasfire no stats are shared but these nations cannot atatck eachother.
Could have many of these.
Ceacefire - Cannot attack same as allied but no stats shared.
Resource Deal - Cannot attack resources but can orbs
Orb Deal - Cannot attack orbs but can resources
Napoleon Deal - Everyone gathers around a campfire and sings Hooty and the blowfish - hold my Hand
each of these deals would take 1 of your alliance slots .. so you wanna think if you want to have many deals or allies for stats.

Just a note about the situation you described about resources being taken by one nation, and another nation that ended up with them being blamed. With yesterday's client update nations get a message when a resource is taken from them, than now gives the name of the nation that stole the resource.

I like Loki's idea in a way, it can also be tweeked.
That's a good start for "accountability" towards the issue mike, however, when you do have time, taking it one step further like we are discussing could be a good idea.
It would allow the problem of miss clicking to not be an issue. It also makes people have to choose alliance slots wisely like Loki said.
Some opponents may not want to ally you so you can take their energy, they may just want to extend their friendship with a ceasefire or a truce to prevent any hostilities.
And as Plagel suggests it gives another restriction to lower ranked members, only people General or above can break the truce either via clicking and hitting accept on the box that comes up when you hit their square, or by breaking it in the alliance panel.

Your update is awesome, Mike! Some might not like it to be honest because a common tactic is to take a res & just evac it so as to make the defender weaker but not be blamed I like it, but perhaps that could be a perm tech or a really really high advance?
